The MLRT finally opened to the public last Tuesday, more than 10 years after it was first announced, but it appears to have been worth the wait. According to numbers released by the Macao Light Rapid Transit Corporation, Limited (MLM), 15,600 people used the MLRT on opening day, rising to 26,400 on day two and 26,800 on day three.

The LRT is seen as a vital piece of infrastructure for Cotai’s IR operators given the lengthy distances between many of the area’s integrated resorts.

The initial Taipa line boasts 11 stops covering the central residential, old town and tourism areas in Taipa and connects with the three major ports of sea, land and air in Macau.

Notably for Macau’s casino operators, the route runs directly past Wynn Palace, City of Dreams, MGM Cotai, Studio City, Sands China’s cluster of the Parisian, Sands Cotai Central and the Venetian and Galaxy Macau before continuing on to Taipa.

Construction work on Macau’s LRT began in 2011 but the project was hampered by a series of delays and exploding costs. Originally budgeted at MOP$4.2 billion (US$521 million), the final construction cost of the Taipa line almost tripled to around MOP$11 billion (US$1.36 billion).

The PACC announced on Friday that an ongoing investigation into alleged corruption within the PCSO would not only cover PCSO officials but also other government officials potentially implicated.

The probe follows the closure of more than 21,000 lotto and Small-Town Lottery (STL) outlets in July, with President Rodrigo Duterte stating in a video message posted on Facebook at the time, “The ground is massive corruption. I will not honor any order from any court stopping us or enjoining us to stop our desire to go into a massive investigation for the massive corruption that is existing in the PCSO. It’s all cheating and the contracts were like crafted in favor of corruption and to favor other corporations and people. I will not allow it.”

The Philippine Star reported over the weekend that a ranking official, described as an undersecretary in the executive branch, was suspected of receiving “millions in payoffs” from STL operators in Northern Luzon and Calabarzon.

In response to the resulting probe, PCSO General Manager Royina Marzan-Garma insisted the organization has nothing to hide.

“The records of PCSO are open for investigation,” she said. “We will cooperate with PACC because PACC and PCSO are one with the President in ensuring that funds due to the government must be collected and should go to the intended beneficiaries. PCSO welcomes the new development in the investigation of PACC.

“If there are other officials outside of PCSO who are involved in the non-remittance or in the irregularities in the operation of STL, let them face the full force of the law.”

The PCSO has seen its revenues rise significantly over the past two years, including a 34% increase to Php52.98 billion in 2017 and another 20% to Php63.56 billion in 2018. Under Philippines law, 30% of PCSO revenues must go to various health care and charity organizations each year, however there have been various accusations in recent times that funds have not always been used for their designated purpose.

Presidential spokesman Salvador Panelo also claimed in July that around 60% of PCSO’s revenues have been lost due to corruption.

According to The Australian, the 30-year exclusivity arrangement has been at the heart of ongoing discussions between Star and the Queensland government over plans for a Global Tourism Hub, including a second Gold Coast casino.

Star Entertainment Group, which owns and operates The Star Gold Coast, has long opposed development of a second Gold Coast casino, offering up its own AU$2 billion masterplan instead which would include a major expansion of its existing property plus a recently announced AU$100 million redevelopment of the ageing Gold Coast Convention and Exhibition Centre.

But news of the company’s push for a 30-year monopoly shows just how high the stakes are becoming given the size of investment involved.

As previously reported last month, Queensland Tourism Minister Kate Jones has stated a willingness to negotiate with Star but warned the casino operator must “put up or shut up” regarding its promised development.

“We have decided we will approach Star to exclusively deal with them so they can provide detail of their offer,” Jones said in November. “The government will examine this offer and make a decision.”

According to a Monday report by The Australian, the two parties have since held four meetings to discuss exclusivity with Star calling for a 30-year contract if it is to proceed with its masterplan.

Star announced in October that it was willing to sweeten its AU$2 billion masterplan deal by throwing in the Gold Coast Convention and Exhibition Centre renovation as well as a substantial upgrade of the nearby Sheraton Grand Mirage, which it purchased for AU$140 million in 2017.

However, Chairman John O’Neill reinforced Star’s insistence at the time that doing so “would require exclusivity arrangements which we would similarly discuss with Government.”

“Our commitment to Queensland and the Gold Coast is well documented,” he said. “The Government, however, continues to speculate about a second casino on the Gold Coast.

“The Star’s position has always been: we support investment in tourism assets on the Gold Coast, but the Gold Coast market is too small for two casinos.

“The introduction of another local casino competitor would force us to defend our local market share at the expense of driving incremental interstate and international tourism.

“This has been a distraction for some seven years. The process has yielded nothing but considerable cost – tens of millions of dollars – to Governments and proponents, and is impacting our business, weighing on our share price.

“To that end, and in the hope of breaking the deadlock of seven years, we are reaching out to the Queensland Government.”
