Following an investigation that lasted several months, police said 18 people had been arrested during raids across Kowloon and Hong Kong’s New Territories on Sunday. These included the alleged ringleader, his wife, and three other high-ranking triad figures. Police said the operation was linked to the Wo Shing Wo triad.

The proceeds were laundered through accounts controlled by relatives of key members of the syndicate, Chief Inspector Hui Hong-kit of the organized crime bureau said Monday.

The gang recruited customers who placed bets via phone and text message. They charged a 0.5 commission on all bets.

All transactions between the book and its customers were made in cash, Hui said. Some individual bets amounted to hundreds of thousands of dollars, he added.

Officers seized luxury cars during the raids and more than HK$8.5 million from the apartments of the alleged ringleader and his core associates. During the investigation, authorities froze 70 bank accounts collectively containing around US$2.5 million.

Hong Kong authorities have stepped up enforcement efforts against illegal betting since the start of the Euro 2020 soccer championships, so far arresting 168 people.

Prior to that renewed legal status, Macau SLOT had long held a de facto monopoly on instant lotteries and sports betting, with the exception of betting on horse racing.

In the latter case, the concession is held by Macau Horse Racing Company Limited, which runs Macau Jockey Club.

The gross revenue generated by instant lotteries and sports betting has, for years, occupied only a fraction of Macau’s overall gaming income.

In 2020, the gross revenue from instant lotteries and sports betting reached only MOP543 million, accounting for only 0.89% of Macau’s overall annual gross gaming revenue of around MOP61.05 billion, according to Gaming Inspection and Coordination Bureau.

It’s important to note that whatever the outcome, the rules don’t affect traditional advance-deposit wagering mobile platforms like NYRA Bets.

NYRA recently said its interpretation of the law is that betting on horse racing could happen under the new law. But state Sen. Joseph Addabbo, a sponsor of the sports betting provision of a bill signed into law this month, said NYRA already has its online platform and that horse racing, for now, is left out of the new law.

The horse racing industry is concerned that the state’s plan, as of now, will end up requiring multiple apps for bettors who want to place bets on horse racing and other sporting events instead of a more convenient, one-app system for all kinds of wagers.

The industry has financial worries about facing deep-pocketed new competition while being cut out from selling its premium races to those sports betting platforms.

NYRA believes there still is time to update the rules and hopes to convince the gaming commission to include horse racing as it works in the weeks ahead on a mobile sports betting rule-making process.

“Allowing horse racing content and wagering to coexist within the mobile sports marketplace would grow the sport in New York, deepen the industry’s economic impact and create jobs,” said NYRA spokesman Patrick McKenna.

But casinos – including the large-scale private-sector resorts in Entertainment City – will remain closed, a step that had coincided with the more restrictive enhanced community quarantine.

Bulacan, Cavite, Laguna, and Rizal are also covered by the newly-eased quarantine conditions.

But even with the amendment of conditions, casinos, horse racing events, cockfighting and operation of cockpits, lottery and betting shops, and other gaming establishments – except for the draws conducted by the Philippine Charity Sweepstakes Office – are to remain shut down.

Presidential spokesperson Harry Roque said Mr Duterte made the decision to ease the quarantine terms due to a greater number of public and private-sector hospitals making a commitment to provide rooms and beds dedicated to Covid-19 patients.

But Mr Roque added that the country’s leader said a common nighttime curfew from 8pm to 5am the following day would remain in place until mayors and governors had agreed on modified hours.
